Does the government regulate travel agency prices?

The Sri Lankan government doesn’t enforce a set price for tour packages, so tour agencies can operate in a free market system. In practice, prices are influenced by supply and demand, the time of year, and the kind of service included.

Even though package costs can change a lot, the state does put heavy rules around entrance fees for the Cultural Triangle sites, national parks, and wildlife reserves. So when there are big differences between what different operators quote, it is usually because of the vehicle standard, hotel category, and profit margins, not because of regulated sightseeing expenses.
