A lot of these companies partner with comfortable tourist hostels, and mix in public transport hybrids, so the plan feels more practical.

That said, strict backpackers can often squeeze more value out of Sri Lanka by moving on their own, taking trains and buses, and not waiting on anyone’s schedule. If the budget is truly tight, an agency is typically better used only for arranging a shared safari jeep, or for booking a specialised guided day hike, where local knowledge actually matters.
